Constitutionality of the 2010 Health Care Reform Act?

Why has most of the legal debate about the Constitutionality of the 2010 Health Care Reform Act centered around the Inter-State Commerce Clause? Article I Section 8 of the U.S. Constitution specifically states: ��The Congress shall provide for the Common Defence and the General Welfare...�. That to me seems to so definitively settle it.
