Thoughts on friend's dad who cant stop calling?

guy is like 40, has turrets, and calls his daughters more than 10x a day, every day, just to ask if everything is alright. any suggestions would be appreciated; i'm considering putting him on an internet bulletin board for random ppl to call him, or maybe finding a phone that has a setting for blocking calls but not texts?
