Could this be possible to engineer?

Following a mans robotic invention, he programed a robot to gather information via internet and off of people it converses with to develop smarter responses and answers. If I could take this basic programing and reform it, so it gathers data from more then one source including other computers, soldiers, satellites. Could I form an intelligent defense system for the US DoD?
