How to make my room like i want it without spending too much?

im a writer(poems, books, anything really) Im really good at english and i love a sort of artsy feel.. is there anything i could do to have my room portray it.. i have bright blue walls in my room and white side tables, drawers and desk(where my computer is... so far the only thing i find cute and artsy is my bulletin board which is full of my writing ideas andd art and pics etc.. how can i make my room more like this
